SES Production account cannot be moved back to Sandbox, If you'd like to stop users from using it, you can delete all verified identities and pause the account so that no one can use it again.
Pause using this command:
aws ses update-account-sending-enabled --no-enabled --region us-east-1
Re-enable using this command:
aws ses update-account-sending-enabled --enabled --region us-east-1
Just ensure your updating the correct region to avoid errors.
