EC2 UserData not working

Hi, I am trying to initialize an EC2 instance with UserData in cloudformation:

The cloud-init.log also seems normal:
https://ibb.co/mGbHs29

However, I don't see the hello.txt file when I SSH into the instance. What did I do wrong?

It turns out everything is correct, but the script is executed after more than 5 minutes since starting the instance.
