The Public VIF advertises the Public IPv4 prefixes for S3 public endpoints which your BGP network will learn and install in routing tables on your edge router and can be cascaded down to your core routers. When a client in your on-premise resolves S3 hostname to an IP, there will be a specific route installed in your routing table compared to the default route to the internet, then that DX is preferred over the Internet. If you want to access the S3 over your private network using VPC endpoint, you will use Private VIF for that.
