Instance stuck in "shutting down" state, need forced termination

An instance in our VPC is stuck in a "shutting down" state. Posting for help to force terminate it, as per the suggestion in https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/TroubleshootingInstancesShuttingDown.html#instance-stuck-terminating.

Instance id: i-0d8f74b6ecaa8d936

Actions taken: Deleted a CloudFormation stack that created this instance. Waited for the instance to stop, and it appears stuck. The CloudFormation stack can't be recreated properly until the instance is removed.

Looks like the instance has finally shutdown and terminated.

It would be nice if users were able to signal an instance as being "stuck" in order to trigger some sort of forced removal.
