IoT Core pricing of basic ingest and QoS 1 combination

According to the following document, PUBACK is metered as a single message. When a 5KB message is sent from a device with QoS 1, it will be charged as two messages.

In case of the combination of QoS 1 and Basic Ingest, a message from the device will not be charged, but PUBACK will be charged as one message, is this correct?

According to the following document, QoS 1 can be used for Basic Ingest as well.
