公式ドキュメント上で、CloudWatchのクォータを確認しましたが、リージョンあたりで作成できるCloudWatchアラーム数についての記載が確認できません
とはいえ、無制限に作成できるとも思えません

以下のドキュメントに記載されていますが、CloudWatchアラーム (Metrics Insights アラームではなく通常のアラーム) であれば制限無しのはずです。
