Is your AWS account issued by "Amazon Internet Services Pvt. Ltd."?
In that case, you will not be able to use Amazon Connect as described in the documentation below.

Amazon Connect is not available to customers in India using Amazon Web Services through Amazon Internet Services Pvt. Ltd (AISPL). You will receive an error message if you try to create an instance in Amazon Connect.

Looking at the answer on stackoverflow below, it appears that you can use Amazon Connect if you have an AWS account created using an address outside India.
