Basic support is free, and you can post questions here on re:Post.
I am guessing that at some point in the past you signed up for developer or business support plan, and now you want to downgrade to avoid additional monthly charges, you may do so by changing the existing support plan you are on. Steve and Riku provided links to this in their response. This AWS doc here has additional instructions on how to change your support plan back to "Basic" which is free, and won't have a monthly charge (https://docs.aws.amazon.com/awssupport/latest/user/changing-support-plans.html). When making this change, you might be asked to confirm the downgrade. Please read all the details and implications carefully before confirming, as you will lose access to the features available in higher support tiers. Confirm your decision to downgrade by clicking on the appropriate button to proceed. Depending on AWS's system, the downgrade may not happen immediately, and there might be a scheduled date for it to take effect, typically at the end of your billing cycle. Complete any other steps if prompted, this might include confirming your payment details or agreeing to terms and conditions.
