According to https://aws.amazon.com/s3/pricing/, under S3 Intelligent - Tiering * section, you can see how much you pay base on amount of data.
In your case with steady access pattern you may be billed $0.023 per GB (depending on region) solely for your first 1 tb. The next moth it will include both but the whole point of Intelligent tier is about objects’ access patterns.
If all of your objects are being regularly accessed, you’re not going to gain any savings through S3 Intelligent-Tiering. If your access patterns are rare then over time you can save a lot on storage costs by leveraging the Deep Archive Access tier.

You said, "The next month, it will include both." If the first month is 10$ and I paid 10$, 2nd month is 30$, so the 2nd will be 40$ ( 1st month + 2nd month )?

You pay for the volume of storage that you consume.
In the first month you're consuming 1TB -> you'll be charged for 1TB.
In the second month you add 500GB, now you're consuming 1.5TB -> you'll be charged for 1.5TB.
But here it says https://aws.amazon.com/s3/faqs/#Billing Q: How will I be charged and billed for my use of Amazon S3? "There are no set up charges or commitments to begin using Amazon S3. At the end of the month, you will automatically be charged for that month’s usage.."
Yes, the entire 1.5TB of data will be charged on the 2nd month since that's the total amount of data stored. But since it's Intelligent Tiering which means the data will be automatically moved to the most cost-effective access tier based on access frequency, the actual per GB rate will vary depending on how much is stored on frequent access, infrequent access, and archive instant access.
