To edit rule priority, complete the following steps:

1. Open the [AWS WAF console](https://us-east-1.console.aws.amazon.com/wafv2/homev2).
2. In the navigation pane, choose **AWS WAF**.
3. Choose **Resources & protection packs**.
4. Select your **Protection pack**.
5. In your selected protection pack, select **Rules**.
6. Select **View and edit** next to Rules to view or modify the rules associated with your protection pack.
7. Edit **Rule Order**. Drag the rule up or down to the desired position in the list.
8. Choose **Save Rule Order**.

I have few WAF rules which has priority assigned with them. Accidently I changed rule priority and then deleted a rule which were at number 1. It created a vacuum for rule with priority one.

Do requests which were not blocked by WAF rate limit rule considered as "ALLOW"ed and stop processing of other rules in the ACL?

My CF template does not create all the rules mentioned in the template but does create a few rules. No error message pops up. Someone pls have a look and suggest me a solution. PFA priority list.
