The remote session was disconnected because there are no Remote Desktop License Servers available to provide a license.

기본적으로 Windows 서버에서는 관리 목적으로 별도의 라이선스 없이 동시에 2개의 원격 연결을 허용합니다.

3명 이상 동시 연결이 필요할 경우에만 Remote Desktop Session Host 및 Remote Desktop Licensing Server를 구성합니다. [1]

따라서 2개 이상의 원격 연결이 필요하지 않은데 Remote Desktop Session Host 역할이 해당 인스턴스에 설치되어 있다면, 다음과 같이 조치하여 이 문제를 해결할 수 있습니다.

1. 인스턴스의 EBS 볼륨에 대한 스냅샷을 생성합니다. 이후 진행 과정에서 Windows에 문제가 발생될 경우 생성하신 스냅샷으로 복원할 수 있습니다. [2][3]
2. "mstsc /admin"으로 원격 데스크톱 연결 클라이언트를 실행하고 해당 인스턴스에 연결합니다.
3. Windows의 서버 관리자(Server Manager)를 사용하여 "Remote Desktop Session Host(RD Session Host)" 역할을 제거합니다.
4. 해당 인스턴스를 재부팅 하고, "mstsc"로 원격 데스크톱 연결 클라이언트를 실행하여 연결 이슈가 발생되는지 확인합니다.
