How do I turn on the “Publicly accessible” feature on my Amazon Redshift Serverless workgroup?

I want to resolve not being able to turn on the “Publicly accessible” feature on my Amazon Redshift Serverless workgroup.
Short Description
When you turn on the Publicly accessible feature in your Amazon Redshift Serverless workgroup, a new Elastic IP address is automatically allocated to your account. If the number of Elastic IP addresses reaches the limit in your account and Region, then the service fails to allocate a new IP address. This causes the Publicly accessible feature to remain off and inaccessible.
To resolve this issue, complete the following steps:
Remove unused Elastic IP addresses
Submit a limit increase request
Resolution
Remove unused Elastic IP addresses
Verify your account limit for Elastic IP addresses. For more information, see Elastic IP address limit.
Select Elastic IPs under the Network and Security section.
Check the total number of Elastic IP addresses that you have. Compare your total number to your account limit that was verified in step 1.
If your total number of Elastic IP addresses has reached your account limit, then you must remove unused IP addresses to have access to the Publicly accessible feature. For more information, see Release an Elastic IP address.
Search and select Amazon Elastic Compute Cloud (Amazon EC2).
Search and select EC2-VPC Elastic IP addresses.
Select Request quotas increase under the Recent quotas increase requests section.
Specify your new limit value in Change quota value and select Request to submit the request. Make sure the quota name and Region are correct before you submit.
