AWS Cognito post confirmation sends not needed MFA text after email confirmation.

We have a "postConfirmation" lambda that gathers some info, saves said info into Postgresql, and then sends a custom email to the user confirming they are now signed up. Then the only issue is an MFA text with code is sent to the user. We have no idea why the text is sent. We have searched high and low for why this happens but have found no answer. Is there the possibility that Cognito requires something in the response to know the user was verified and does not need to send a text?
