Error creating AWS managed Grafana workspace

I get the following error creating a Grafana workspace. Your account is not allowed to perform the requested action. Please reach out to AWS support.

The Iam role has the following permissions:

AmazonGrafanaRedshiftAccess Redshift plugin in Amazon Grafana. AmazonTimestreamFullAccess AWS managed Provides full access to Amazon Timestream. Note that this policy also grants certain KMS operation access. If using Customer managed CMK, please refer to documentation for additional permissions needed. AWSGrafanaAccountAdministrator AWS managed Provides access within Amazon Grafana to create and manage workspaces for the entire organization. AWSGrafanaWorkspacePermissionManagement AWS managed Provides only the ability to update user and group permissions for AWS Grafana workspaces. AWSGrafanaWorkspacePermissionManagementV2 AWS managed Provides ability to update IAM Identity Center (IdC) user and group permissions for Amazon Managed Grafana workspaces.
