Unfortunately, if you have already registered your domain, you will not receive a refund if you cancel the domain.

The registration fee is not refundable If you delete a domain name registration before the registration is scheduled to expire, AWS does not refund the registration fee.

You're not the first person to have been stung by this, especially when you click on See complete list of services listed against the credits you have applied to your account, and Route 53 is among them https://console.aws.amazon.com/billing/home#/credits
Credits will absorb the costs of the public hosted zone in Route 53 (50 cents per month) as well as DNS queries, healthchecks, and the like. But not the cost of registering a domain, see https://aws.amazon.com/route53/pricing/#Taxes_and_Promotional_Credits
You may not use Promotional Credit for any fees or charges for Amazon Route 53 domain name registration.
Yeah, I know, right? I went through the documentation thoroughly yesterday. No need to worry; the charges will be waived since, fortunately, my payment method had expired. Lol. ¯_(ツ)_/¯
Hi Riku, here's a quick update: the domain is not registered yet. The system is indicating that further action is required – I need to confirm the payment, and only after that, proceed to complete the payment, which I haven't done yet. Will I still incur charges if I haven't completed this process?
Domain purchase is included in the AWS monthly fee, so I think it will be included in the cost when you register the domain.
What action is required?
It still doesn't show the public domain I registered in the list of registered domains. The action it's asking me to take is: "To finish registering your domain with Route 53, you must sign in to the AWS Management Console, open the Billing and Cost Management console, and verify your payment for the registration." That's why I'm somewhat hopeful that I won't get billed.
Does that mean you don't have a credit card registered? If you are billed, I think it is best to open a case with AWS Support under "Account and billing" and consult with them.
Sorry to bother you again, Riku. Earlier, I registered a credit card, but it's showing that it has expired. I have been billed for it, but the public domain I registered still doesn't appear in the list of registered domains.
