Move data in and out of AWS GovCloud (US) with Amazon S3

I am attempting to follow this blogpost, https://aws.amazon.com/blogs/publicsector/move-data-in-out-aws-govcloud-us-amazon-s3/, to move data from govcloud to standard aws account but I am running into an error message during the cloudformation stack creation and I can't seem to fix it:

"The following resource(s) failed to create: [EC2WorkerStackS3RepWorkerASGED108717]. Rollback requested by user."

I am using the template that is provided in the post but not sure what changes should be made to address the above error message.
