This is Sean with AWS Premium Support. I understand you're having problems with a third party application which appears to be Allotrope Data Framework, and its associated DLL HDF5.dll. Please note that this issue appears to be related to a 3rd part application which is outside the Premium Support scope of support[1], but I may be able to help on a best-effort basis.
In order to assist you, we would need more information about the specific error details, including the precise error message if possible. As a general suggestion, I advise you to ensure that the .DLL is registered with regsvr32[2], and to collect a Process Monitor capture of the application[3] that is generating the error in order to gather more information about what else the application is doing at the time it experiences the error.
