Chances are you have no more, or 0 distributions available on your account.
This is typically be managed via the Service Quotas page, which you can find here (change the region to whatever is applicable in the url): https://us-east-1.console.aws.amazon.com/servicequotas/home/services/cloudfront/quotas
Your maximum distributions can also be increased via a support ticket, but doing it through Service Quotas is usually faster.
