RDS public snapshots

Question

When I browse on Snapshots for RDS, I see a lot of public snapshots around 216 . Are these the snapshots that other accounts shared with me ? Will I be charged for them? 
Is it safe to use them and how can I secure them ?

1. You aren't billed for snapshots that another AWS account owns and shares with your account or all AWS accounts. You're billed only when you copy the shared snapshot to your account. You're also billed for EBS volumes that you create from the shared snapshot.
2. Those public snapshots are available to every AWS accounts. You will also see public snapshots when they are shared with you. 
3. It is your responsibility to configure your RDS instance in a secure way.
