I used PearsonVUE and had a similar experience but only received a warning. They did a thorough check of the room (via webcam) and made sure that nobody could see through the window behind me. Halfway through my test a message popped up saying that I was murmuring / reading aloud and if I continued the exam would be cancelled. In fact I was reading some of the questions quietly, not even realizing it. In any case, the warning was enough, I clamped shut and finished the exam.
My guess is they are worried we are recording our words, collecting questions. Having a warning gave me a fair chance. Realistically though I worried during the whole test that someone would inadvertently come into the room. My test was not very expensive and the testing center was quite far. Also, there was a problem connecting through my laptop built-in camera. I had an external USB camera and was able to use that. Not sure what would have happened if that had fallen off the table since I was supposed to be in view at all times.
In retrospect, if it was an expensive test, not sure it would be worth the risks of doing it from home.
