The "VPC" line item in AWS Cost Explorer refers to the charges associated with the Virtual Private Cloud (VPC) service. The VPC service enables you to launch AWS resources into a virtual network that you define. These resources can then communicate securely with each other and with the internet.

The new charge related to IP address should show as Region-PublicIPv4:InUseAddress or Region-PublicIPv4:IdleAddress. On your Cost Explorer, what do you have as the Dimension under Group? Is it Usage Type or something else? If you set **VPC (Virtual Private Cloud) **as the Service under Filters and Usage Type as the Dimension under Group by, you should see more details.

Makes sense, however this line item has never shown up before on our account and we've made no changes to any services or our account starting 2/1, so somethings changed here it seems. looking around, it seems this may be the culprit, a new charge related to IP address on 2/1: https://aws.amazon.com/blogs/aws/new-aws-public-ipv4-address-charge-public-ip-insights/
