You can just change the instance type of the instance to get additional resources. See: Change the instance type.
If you are trying to preserve the Public IP that was assigned to the instance, it will be released once you stop the instance. You should use an Elastic IP.

Thanks. I set this up under Lightsail. Looks like I have a lot of reading, and possibly configuration, to do.
