My guidance would be to use the modify-workspace-properties CLI (https://docs.aws.amazon.com/cli/latest/reference/workspaces/modify-workspace-properties.html) to do this via a script that loops through multiple sets of WorkSpace IDs at a time. Apply exponential backoff logic to not get throttled of course, but I would never do this through the AWS Console at scale.
