If I create a new instance and secure it, the hacker will not be able to access it again right?
Yes. The access to RDS instances is using endpoints and weak credentials. So be sure to follow the secure practices: https://docs.aws.amazon.com/AmazonRDS/latest/UserGuide/CHAP_BestPractices.Security.html
Always remember to setup fresh credentials for your RDS instance
