Hi there!
From the documentation you shared, please note the following:
Most of these instances support a maximum of 28 attachments. For example, if you have no additional network interface attachments on an EBS-only instance, you can attach up to 27 EBS volumes to it.
Do you have network interface attachments (FSx for example)? Those count as attachments.

This helps - should I manually make the device names xvdq xvdr xvds etc? The auto device naming stopped at xvdp.
