VAT invoices not being sent

I have set the billing preferences to "Receive PDF Invoice by Email" and a billing email address. However not all invoices are being sent to the billing contact email address. I do receive invoices for "Amazon Web Services, Inc. - Marketplace" but for "Amazon Web Services EMEA SARL". Any idea of what I can do to retify this situation and get all the pdf invoices in the email?
