Low delivery rate (1.46%) to email list on AWS SES; why only 39 of 2669 emails delivered?

PLease advise: I sent an email to my email list of 2600 contacts and the result was as follows: Attempted: 2669; delivered 1.46% (39) opened: 1.46% (39) click 0.75% (20) Bounced: 0, unsubscribed: 0. Health status: Healthy. My question is: why there is such a low deliverity of 2669? my sending rate with amazon AWS is 14 emails per second and i am allowed to sent 50K emails per day. I contacted go high level and they advised that the issue is from the AWS side. the amount of emails sent was 100 emails@60 seconds. Please advise
