Hello there,
I understand that you have recently created an AWS account, and are not able to purchase new domain names from Route 53.
Usually, with brand new AWS accounts with very little activity, our customers need to reach out to AWS Support, to enable enable some features to help you manage costs for your account more effectively.
With that being said, if you are seeing a message similar to below, please open a support case, and the service team will be happy to check this for you.
"We can't finish registering your domain. Contact AWS Support at https://console.aws.amazon.com/support/home#/ for further information. We apologize for the inconvenience. For more information, contact Amazon Web Services Customer Support. "
