How monitor AWS managed service

Question

How can I do alive monitoring for AWS managed service(e.g. ALB/Route53/etc)?

I want to detect when AWS managed service is down by email or telephone.

You can use [AWS Health Dashboard](https://health.aws.amazon.com/health/status) to monitor AWS services and you can also setup notifications.
