This does not looks like an issue with your account. Rather, issue with the specific Elastic Beanstalk environment. You mentioned that the environment never turns live. You can check “View causes” link [1] on the Beanstalk console to find more details about the health. If you are unable to update your application, it might be that your environment is in an Invalid/Unrecoverable state. You can follow the steps mentioned here [2] to get the environment back to a ready state.
