SSL validation error when trying to view SES Account Level Suppression List through AWS CLI

I am trying to view all email addresses on my account level suppression list using the following AWS CLI command aws sesv2 list-suppressed-destinations

However the following error is returned SSL validation failed for https://email.eu-west-1.amazonaws.com/v2/email/suppression/addresses EOF occurred in violation of protocol (_ssl.c:1129)

I cannot find a direct match to the error online and similar error messages mention the need to trust certificates, so I am posting to see if anyone has come across this error before and what the solution was.

Our environment does have the server that I'm working on behind a proxy, and I suspect that this issue may be related to the URL being blocked. However I need to confirm if only the URL in the error needs to be allowed, and not any others.
