Hi Java-LTJ
TLS certificates generated by AWS Certificate Manager are free, but can only be used on AWS services.
There is a related service called AWS Private Certificate Manager which will charge for the certificate authority itself on a monthly basis $400 or $50 if in short-lived mode. These certificates are meant to be used for internal applications and would not be trusted by browsers unless the CA certificate is installed in them. This would not be what you would be using for a public website.
If you have further questions, feel free to ask! If I have satisfactorily answered your question please mark the answer as accepted.
If you want to install a certificate on your server consider using letsencrypt. AWS Certificate manager certificates can only be used by AWS services and can't be exported to install on ec2 instance or lightsail.
The private certificates are usually used internally and not what you need for your website.
So where can I get a https cert then either for free or go daddy do it for like 49£ a year compared to Amazon 400 monthly? I went to letsencrypt no option to create one? Thanks so far
The below doc has some steps for requesting Let's Encrypt certificates for Lightsail instances that may help.
