Hi, "your account is currently blocked" usually comes with an account-global issue not a specific service like ECS. You may have received an email about this problem: if yes, see what it is and try to fix.
If you don't find such email or cannot fix, I'd advise to ping Support via https://support.aws.amazon.com/#/contacts/aws-account-support/ in case you cannot access Support via your account console. If you can, rather use the account console to open a support ticket,
