At the moment, it's not possible to share credits between AWS Organizations (i.e. you can't have AWS Credits on one Payer account, but utilize them by accounts under another Payer).
Credits sharing is only available within accounts in the same AWS Organization (linked to the same Payer): https://docs.aws.amazon.com/awsaccountbilling/latest/aboutv2/useconsolidatedbilling-credits.html#credit-sharing
