Need help to unlock the elastic IPs

Hi there,

I could not remove the following elastic IPs and it said,

Elastic IP addresses could not be released.
13.211.111.106: The address with allocation id [eipalloc-###] cannot be released because it is locked to your account. Please contact AWS Support to unlock it.
52.64.121.140: The address with allocation id [eipalloc-###] cannot be released because it is locked to your account. Please contact AWS Support to unlock it.

But my account is under basic support plan and I could not create Tech support ticket.

Please help me to unlock those IPs and I will release them right away.

Hello.

First, try the troubleshooting steps in the document below.

I think this issue can probably be handled as an account issue, so I think it would be a good idea to open a case with AWS Support under "Account and billing".  
Opening a case under "Account and billing" can also be done with the basic support plan.
