In our case, the ACM certificate that is pending validation was issued for a domain (umassmedgaolab.org) that does not belong to us. Since we don’t control that domain or its DNS records, I would like to confirm the following:

Will there be any possibility that the party currently using umassmedgaolab.org is also using our AWS resources in any way?

Can we be charged for any usage or resources linked to that domain, even though we don’t own or manage it?

I just want to ensure that this situation will not have any billing or resource-sharing implications for our AWS account.

Hello.

If the domain is not associated with an AWS account (is not hosted in Route53 of the account), no charges will be incurred.  
ACM certificates are free to use if they are public certificates.  
However, please note that if you create an exportable certificate with ACM, you will be charged even if the domain is not managed by your AWS account.

> If you issue an exportable public certificate, there is a charge at certificate issuance and again when the certificate renews. You can use exportable public certificates with integrated AWS services and export them for use with any workloads that require TLS certificates. You can call the export-certificate API or use the AWS Management Console to export the public certificate and get access to the private keys of the certificate. The first 10,000 API calls are available at no additional charge. Subsequent 10,000 API call increments are charged per account per month.
