Hello.
Have you created a CNAME record for validation in the Route53 hosted zone?
If you are using Route 53, there will be a button called "Create records in Route 53", so click it and the record will be added to the hosted zone and verified.

At the present time, AWS cannot offer certificates for TLDs of certain countries or regions.

Hello. The process doesn't get to this step. I get an error right away. I can create CNAMEs. This error does not occur with other domain names.
Looking at this document, it seems that contacting AWS Support will help you in some way. https://repost.aws/knowledge-center/acm-domain-certificate-allow-list
I think it's a domain-related issue, so it might be a good idea to open a case with AWS Support under "Account and billing". Inquiries under "Account and billing" can be made free of charge. https://docs.aws.amazon.com/Route53/latest/DeveloperGuide/domain-contact-support.html
