I assume you are reffering to an Org?
If your using IAM and not Identity Centre, you will have to Assume a role in a child account if you do not have Local IAM users or Ident Centre setup...
What permissions do you have in the root account? If its admin, you most likely can assume the Org Role in another account if the role exists

I use AWS Organization, on the root account I have root permissions. The issue is that I don't have access to the child accounts as the person who created them left the company. Now I'm trying to restore it but I can't find a way
