It appears that the txt record is not set correctly.
The record starting with "_acme~" should show a value when the certificate issuance command is executed, so I think it is necessary to register it.
You are probably using Let's Encrypt to issue the certificate, but in the case of a DNS challenge, the value of the TXT record should be displayed when the certificate is issued, so please register that.
Currently, the IP address is set, but it seems strange that the value of the TXT record is the IP address.
I don't think the IP address is ever registered as a value.

Your screenshot in your Google drive link shows you've set the CNAME for _acme-challenge to an IP address.

In the document linked above look at Step 4: Add TXT records to your domain’s DNS zone in Lightsail and item 6 on the list Enter the values specified by the Let’s Encrypt certificate request into the Record name and Responds with fields.

You've put the IP address here, when you need to put the random string of characters provided by the certificate request program.

Delete the records for _acme-challenge and re-do this section putting the correct record in place.
