Ended up trying to create an identical certificate. That gave me an error message about a problem with the CAA. Fixed the CAA issue and the original cert then successfully verified. Would have been great to just have this message as the pending reason from the start...

Specifically, you must name amazon.com (or one of the other supported values) in the CAA.
