Secondary ENI move regions

Question

Simple question. Tried searching first but came up empty handed.  
  
If I create a secondary ENI to attach to an instance, can it be moved to another region/vpc? Or is it only available in the one VPC/Region?  
  
We're testing failover steps from Portland to Ohio and some of our software licensing verifies against the NIC MAC address.

For any one else who may come across this question. After getting with AWS support, the short answer is:  
  
ENI’s can be moved around within an availability zone. They cannot be moved from region to region (Oregon to Ohio).
