Have a look at https://docs.aws.amazon.com/Route53/latest/DeveloperGuide/DomainNameFormat.html#domain-name-format-idns for details on how non-ASCII domain names are handled and stored. Whether such an internationalized domain name can be used, depends on the top level domain (TLD). Check here (https://docs.aws.amazon.com/Route53/latest/DeveloperGuide/registrar-tld-list.html) if the TLD in question supports it or not.
