AWS WAF being charged for not even using the service in free tier.

Question

Why I am being charged for amazon aws WAF service even though I haven't even created the any WAF acl or aws WAF acl rule in any region below screenshot is a proof for it.

I understand that you can see charges for WAF on your AWS Account, and you have also checked the WAF console, but unable to locate the source of the charges.
