AWS Batch Compute Environments stuck in DELETING state

Attempting to delete Compute Environments that are attached to a customer IAM role, but they are stuck in the DELETING state with the following message. Added 'ecs:CreateCluster' to the role, but environments are still hanging while trying to delete.

DELETING - CLIENT_ERROR - User: arn:aws:sts::############:assumed-role/BatchServiceRole-robtest/aws-batch is not authorized to perform: ecs:CreateCluster on resource: * because no identity-based policy allows the ecs:CreateCluster action
