Receiving CARRIER_BLOCKED errors on Pinpoint SMS Service

We are using a 10 digit toll free number for our SMS OTP service. I have noticed that occasionally I do not receive an OTP message after attempting to sign in to our website and have confirmed that Pinpoint is marking these missing OTP's as CARRIER_BLOCKED errors. I have read up on some documentation and believe this may be the case because we are not using a short code as our number. Is this the reason why we are receiving these errors occasionally or could there be another issue here?

Did you have your originating phone number registered? I realized that SMS messages originating from unregistered phone numbers are being dropped by carriers recently.

The registration process is taking a long time. I wonder why making it so hard for legitimate senders of SMS. All our SMS messages are in response to user's requests, e.g. OTP, so never unsolicited. Our volume is low, and there is never any complaint. I feel that the new system is making life hard for legitimate users, but fails to contain real spammers.
