These errors typically appears for newly created accounts when trying to access some services in specific regions which require additional verifications to be completed. Unfortunately, without support ticket I don't find an option to upgrade the lightsail instance.

Thank you, The account is not new. It is at least 5 years old. Also how I can create a ticket? When I try to do so it I go the error msg you don;t allow to customer support due to basic plan.
I can not see how to proceed with the lightsail plan upgrade
