Inconsistent sender reputation metrics for SES

I'm having a hard time making sense of our SES reputation metrics. The dashboard says that at the "account level" we have a 0.17% bounce rate and a 0.12% complaint rate. However, when filtered by configuration set, it lists a 2.31% bounce rate and a 0.02% complaint rate.

This is confusing because we only use that configuration set. 100% of our SES sending uses it. So why would the account level metrics show a bounce rate that is 90% lower but a complaint rate that is 600% higher?
