Unfortunately, AWS Budgets is designed to send notifications to all budget alert subscribers whenever an auto-adjusting budget amount changes based on spending or usage patterns. This is a standard feature of auto-adjusting budgets.
While you cannot disable these auto-adjustment notifications specifically, you have a few options to manage this situation:

Consider switching to a Fixed budget type instead of an auto-adjusting one. With a Fixed budget, the monitored amount remains the same every budget period, eliminating the adjustment notifications.

Create a dedicated email distribution list for budget notifications and set up filtering rules in your email system to separate auto-adjustment notifications from threshold breach alerts.

Configure your auto-adjusting budget with a baseline time range that would result in fewer adjustments. For example, using a longer historical period might create more stability in the budget amount.

Use AWS Budget Actions for more targeted responses to threshold breaches rather than relying solely on email notifications.
Remember that when setting up your budget notifications, it's recommended to use an email distribution list rather than individual email accounts to better manage the notification flow.
