RI TRANSFER under same root account

Question

Please confirm, If I do a 1 year RI for an account, If I stop the service in between of the month, same RI benefit can be given to another Account .
 
For e.g  
I have 2 account under ABCD Root account.
 
Account 1  
Account 2
 
If I reserve one VM for year under Account 1,  and If I delete the VM in middle of the year, can I pass on RI benefit to any other VM under Account 2.

yes, that's right; by default, RI sharing is enabled in AWS Organizations - https://docs.aws.amazon.com/awsaccountbilling/latest/aboutv2/ri-turn-off.html

so, if you have few accounts linked in AWS Organizations, and if you buy reserved instance or savings plan on one of them, that account will just have a priority over other accounts to benefit from the discount; but if you shut down resources on that account - the discount will roll over to the rest of Organization provided that other accounts run resources that have matching attributes to those of RI
