Stuck in UPDATE_ROLLBACK_IN_PROGRESS

My stack is stuck in UPDATE_ROLLBACK_IN_PROGRESS and I've tried everything to get it to keep going. The last event is for "fargateserviceService16837280" and it's status is UPDATE_IN_PROGRESS.

I've tried recreating it but I must be not getting everything right.

Since this stack is stuck, I'm unable to delete the stack that this service depends on.

If this stack could be "force deleted" that would be awesome. The ARN is:
